<p>If so, you&#8217;re losing money. Think about these three ways you lose money by renting:</p>
<p>1.  You&#8217;re paying for someone else&#8217;s mortgage payment. You&#8217;re missing out on the appreciation that the property gives to the landlord. Appreciation is a term used in accounting relating to the increase in value of an asset, which means in real estate terms, added value to the property. Over the past five years, houses appreciated significantly, making many new real estate investor multimillionaires.</p>
<p>2.  Renters don&#8217;t get to freeze their monthly housing expenses like home buyers can. Of course, many home buyers get mortgage payments with adjustable interest rates and their payments go up over time. However, these payments will not go up over the long term like rising rents. Just think about how much an apartment costs today compared to ten years ago. A two bedroom apartment in Lake Elsinore, California leases for %1,000 today. The exact same apartment rented for %325 in 1996, when it was brand new. Home buyers who had low monthly payments in 1996, who did not refinance their mortgage, enjoy low payments and don&#8217;t have to worry about rising rents.</p>
<p>3.  Renters don&#8217;t benefit from tax advantages. Home owners get income tax deductions. Tax deductions for interest costs, for instance, save tax payers thousands of dollars.</p>
<p><b>Emotional Satisfaction of Home Ownership</b></p>
<p>Besides losing out on making money with real estate, renters don&#8217;t get the same satisfaction of home enjoyment that benefits home buyers. Many landlords won&#8217;t allow you to paint your walls in colors that you desire. Also, you won&#8217;t feel like fixing up the property with custom window coverings and you get little say in flooring materials. Because you can&#8217;t make your personal statement, you won&#8217;t feel like you&#8217;re HOME as much as home owners who feel emotionally connected to their property.</p>
<p><b>How to Buy Your First Home</b></p>
<p>The biggest barrier to home ownership is often accumulating funds for a down payment. People think they have to have thousands of dollars for a down payment. However, if you have good credit and a decent job, you can get a mortgage for a home with zero down. And you can finance some of your closing costs as well as ask the seller to help you pay a good portion of your purchase costs. With today&#8217;s mortgage finance plans, you may be surprised to find out how much of a home you can afford with payments similar to what you currently pay in rent.</p>
<p>You may have to go out of the major metropolitan areas to buy a home. That&#8217;s why so many people commute in Southern California. Affordable housing costs much less in outlying areas. But so do the rents. If you&#8217;re renting an apartment for %2,300 in Los Angeles, you could buy a %500,000 home in Wildomar. Our daughter just purchased a home in December 2005 and her mortgage payment, for a 3,000 square foot new home, costs less than %2,300. With her tax savings, she will pay even less than renting a small apartment closer to downtown L A.</p>
<p>If these amounts sound high to you, check your local area. Perhaps your monthly rent is only %1,000 and houses cost less than %200,000. Talk to a mortgage loan officer and see how much of a home you can afford.</p>

<p>If you own real estate or are thinking of buying real estate then you better pay attention, because this could be the most important message you receive this year regarding real estate and your financial future.</p>
<p>The last five years have seen explosive growth in the real estate market and as a result many people believe that real estate is the safest investment you can make. Well, that is no longer true. Rapidly increasing real estate prices have caused the real estate market to be at price levels never before seen in history when adjusted for inflation! The growing number of people concerned about the real estate bubble means there are less available real estate buyers. Fewer buyers mean that prices are coming down.</p>
<p>On May 4, 2006, Federal Reserve Board Governor Susan Blies stated that &#8220;Housing has really sort of peaked&#8221;. This follows on the heels of the new Fed Chairman Ben Bernanke saying that he was concerned that the &#8220;softening&#8221; of the real estate market would hurt the economy. And former Fed Chairman Alan Greenspan previously described the real estate market as frothy. All of these top financial experts agree that there is already a viable downturn in the market, so clearly there is a need to know the reasons behind this change.</p>
<p>3 of the top 9 reasons that the real estate bubble will burst include:<br />
1. Interest rates are rising &#8211; foreclosures are up 72%PRCTG%!<br />
2. First time homebuyers are priced out of the market &#8211; the real estate market is a pyramid and the base is crumbling<br />
3. The psychology of the market has changed so that now people are afraid of the bubble bursting &#8211; the mania over real estate is over!</p>
<p>The first reason that the real estate bubble is bursting is rising interest rates. Under Alan Greenspan, interest rates were at historic lows from June 2003 to June 2004. These low interest rates allowed people to buy homes that were more expensive then what they could normally afford but at the same monthly cost, essentially creating &#8220;free money&#8221;. However, the time of low interest rates has ended as interest rates have been rising and will continue to rise further. Interest rates must rise to combat inflation, partly due to high gasoline and food costs. Higher interest rates make owning a home more expensive, thus driving existing home values down.</p>
<p>Higher interest rates are also affecting people who bought adjustable mortgages (ARMs). Adjustable mortgages have very low interest rates and low monthly payments for the first two to three years but afterwards the low interest rate disappears and the monthly mortgage payment jumps dramatically. As a result of adjustable mortgage rate resets, home foreclosures for the 1st quarter of 2006 are up 72%PRCTG% over the 1st quarter of 2005.</p>
<p>The foreclosure situation will only worsen as interest rates continue to rise and more adjustable mortgage payments are adjusted to a higher interest rate and higher mortgage payment. Moody&#8217;s stated that 25%PRCTG% of all outstanding mortgages are coming up for interest rate resets during 2006 and 2007. That is %2 trillion of U.S. mortgage debt! When the payments increase, it will be quite a hit to the pocketbook. A study done by one of the country&#8217;s largest title insurers concluded that 1.4 million households will face a payment jump of 50%PRCTG% or more once the introductory payment period is over.</p>
<p>The second reason that the real estate bubble is bursting is that new homebuyers are no longer able to buy homes due to high prices and higher interest rates. The real estate market is basically a pyramid scheme and as long as the number of buyers is growing everything is fine. As homes are bought by first time home buyers at the bottom of the pyramid, the new money for that %100,000.00 home goes all the way up the pyramid to the seller and buyer of a %1,000,000.00 home as people sell one home and buy a more expensive home. This double-edged sword of high real estate prices and higher interest rates has priced many new buyers out of the market, and now we are starting to feel the effects on the overall real estate market. Sales are slowing and inventories of homes available for sale are rising quickly. The latest report on the housing market showed new home sales fell 10.5%PRCTG% for February 2006. This is the largest one-month drop in nine years.</p>
<p>The third reason that the real estate bubble is bursting is that the psychology of the real estate market has changed. For the last five years the real estate market has risen dramatically and if you bought real estate you more than likely made money. This positive return for so many investors fueled the market higher as more people saw this and decided to also invest in real estate before they &#8216;missed out&#8217;.</p>
<p>The psychology of any bubble market, whether we are talking about the stock market or the real estate market is known as &#8216;herd mentality&#8217;, where everyone follows the herd. This herd mentality is at the heart of any bubble and it has happened numerous times in the past including during the US stock market bubble of the late 1990&#8217;s, the Japanese real estate bubble of the 1980&#8217;s, and even as far back as the US railroad bubble of the 1870&#8217;s. The herd mentality had completely taken over the real estate market until recently.</p>
<p>The bubble continues to rise as long as there is a &#8220;greater fool&#8221; to buy at a higher price. As there are less and less &#8220;greater fools&#8221; available or willing to buy homes, the mania disappears. When the hysteria passes, the excessive inventory that was built during the boom time causes prices to plummet. This is true for all three of the historical bubbles mentioned above and many other historical examples. Also of importance to note is that when all three of these historical bubbles burst the US was thrown into recession.</p>
<p>With the changing in mindset related to the real estate market, investors and speculators are getting scared that they will be left holding real estate that will lose money. As a result, not only are they buying less real estate, but they are simultaneously selling their investment properties as well. This is producing huge numbers of homes available for sale on the market at the same time that record new home construction floods the market. These two increasing supply forces, the increasing supply of existing homes for sale coupled with the increasing supply of new homes for sale will further exacerbate the problem and drive all real estate values down.</p>
<p>A recent survey showed that 7 out of 10 people think the real estate bubble will burst before April 2007. This change in the market psychology from &#8216;must own real estate at any cost&#8217; to a healthy concern that real estate is overpriced is causing the end of the real estate market boom.</p>
<p>The aftershock of the bubble bursting will be enormous and it will affect the global economy tremendously. Billionaire investor George Soros has said that in 2007 the US will be in recession and I agree with him.  I think we will be in a recession because as the real estate bubble bursts, jobs will be lost, Americans will no longer be able to cash out money from their homes, and the entire economy will slow down dramatically thus leading to recession.</p>

<p>As an independent home seller, you may be flooded by a long line of emails and unending phone calls from potential buyers. Answering emails will not pose much of a problem since you have time to compose your thoughts and you can do those at your own convenience. Handling phoned inquiries is another matter altogether.</p>
<p>One thing you should remember about conducting your business through the phone is that, contrary to what you may think, you are not invisible. The person on the other end of the line can sense your mood at that particular time. If you?re angry, bored or irritated, although they can?t see your facial expressions, they can feel your emotions through the tremor of your voice. With this in mind, try to be warm and friendly. No matter how inane their questions are, do not show your irritation.</p>
<p>In addition to this, you have to know every little thing about your home. It would be safe to assume that you already know the basics (how many bedrooms, toilets, how many cars can the garage accommodate), but you should also be prepared to answer other unexpected questions (i.e. when was the last time you had the property treated for termites). And then you?ve got the owners of the house?who also want the appraisal to be on the low side, in order to keep the property taxes down.</p>
<p>So with all these different agendas and points of view, how is the fair market value of a real estate property actually determined?</p>
<p>Once a year, your county sends all area homeowners official notices that put a dollar value on their property. And property taxes are based on those dollar values. But before those notices get sent out, a long, detailed process usually takes place. First, the land is valued as if it?s vacant?an empty lot, in other words. Then any improvements are described and measured. Improvements consist of the house and any other structures, pools, sheds, garages, and so forth. Next, most counties check the Marshall Valuation Service Cost Guide. It?s a standardized nationwide guide for determining the value of the cost per square foot to build a building that fits the description of the improved property. Next, if the house isn?t brand new, the replacement cost is considered, as well as depreciation; the year the house was constructed and the condition of the property are factors here. Appraisers then must take the critical step of comparing the value of the house with recent selling prices of similar homes in the neighborhood. At this point, the appraisal might stand ?as is??or it might be adjusted upward or downward.</p>

<p>In a perfect world, you have to have willing buyer and a willing seller. Neither is under duress. Both are in a position to maximize gain and are trying to do this. <p>Many people have heard of the &#8220;419&#8243; scams. The term &#8220;419&#8243; comes from the Nigerian penal code section of that designation that deals with fraud. Despite a widespread belief that the people who get taken by these scams are greedy and stupid, many are not so. Many believe they are donating to distressed individuals and/or charities. These scams have spread into real estate as well, targeting house sellers and real estate agents.</p>
<p>The scam usually opens with a bait letter, assuring the recipient that the person contacting them is a) a widow whose husband left her millions that she cannot safely access due to her evil family, b) a high-ranking military official seeking to move money out of the control of their oppressive governmental regime, c) a representative of a mysterious person high up in the government, or d) a person interested in an item that the person is selling or representing.</p>
<p>If the target responds to the letter, the scammer usually replies with thanks and asks for personal information. Often this includes a bank account number, but this is not, as some people think, how the target is scammed. It is used as a gauge to determine if the target is likely to give money in order to pay &#8220;processing fees&#8221; or other mysterious charges. Scammers will also provide scans of documents that look legitimate. Many can be &#8211; stolen from other people or digitally altered. If called on discrepancies, the scammer will blame poor computer equipment.</p>

The scammer is not interested in your house; s/he only is interested in the money you can send to finance whatever spurious fees are claimed to be involved with the transaction. Don&#8217;t send anyone any money or cash checks that are sent to you from an unverified institution or individual. <p>Indeed, the Direct Marketing Association expects print catalog sales to hit %158 billion in 2009, up from %152 billion in sales this year. The Association also says that nearly six out of 10 catalog shoppers keep a catalog they order from for at least three months.</p>
<p>&#8220;We&#8217;re providing this service so that people can have their favorite catalogs on hand when they&#8217;re needed most, to organize their homes quickly and easily when it&#8217;s convenient for them,&#8221; explained Charlie Bravo, senior vice president for Intelligent Mail and Address Quality.</p>

			<content:encoded><![CDATA[<p>Appraisal &#8211; Valuation of Subsidized Housing</p>
<p>The purpose of this article is to analyze valuation methodology for several atypical types of apartments. Various circumstances and situations can cause an apartment complex to have above-or below-market rental rates, occupancy rates and operating expenses. This analysis examines the following two situations:</p>
<p>1.	low-income subsidized apartments, which receive above-market rental rates from HUD or another government agency, and<br />
2.	projects that are part of the Low Income Housing Tax Credit (LIHTC) program.</p>
<p>The LIHTC program was established by the U.S. Congress to encourage development of affordable housing in economically disadvantaged areas. Project developers receive a tax credit for following the guidelines established by the program. They typically sell these credits to Fortune 500 corporations for 45 percent to 60 percent of the total project cost, excluding land.</p>
<p>The first step in the valuation process is analyzing market value definitions. The following is the definition from the Texas Property Tax Code, Section 1.04 (7): market value means the price at which a property would transfer for cash or its equivalent under prevailing market conditions if:</p>
<p>a.	exposed for sale in the open market with a reasonable time for the seller to find a purchaser,<br />
b.	both the seller and the purchaser know of all the uses and purposes to which the property is adapted and for which it is capable of being used and of the enforceable restrictions to its use, and<br />
c.	both the seller and the purchaser seek to maximize their gains and neither is in a position to take advantage of the exigencies of the other.</p>
<p>Section (b) of the Texas Property Tax Code further requires: the market value of property shall be determined by the application of generally accepted appraisal techniques, and the same or similar appraisal techniques shall be used in appraising the same or similar kinds of property. However, each property shall be appraised based upon the individual characteristics that affect the property&#8217;s market value.</p>
<p>The definition of market value, according to the 10th edition of The Appraisal of Real Estate published in 1992 by the Appraisal Institute, is: market value is the most probable price, as of a specified date, in cash, or in terms equivalent to cash, or in other precisely revealed terms for which the specified property rights should sell after reasonable exposure in a competitive market under all conditions requisite to a fair sale, with the buyer and seller each acting prudently, knowledgeably, and for self-interest, and assuming that neither is under undue duress.</p>
<p>The term which requires further review in the above definition is &#8220;knowledgeably.&#8221; Is the purchaser knowledgeable regarding the effort required to comply with subsidized housing program requirements and tenants? Does he consider the effort to be rent for real estate or compensation for services? Does the purchaser of an LIHTC project understand that maximum rents are now established for at least 15 years based on deed restrictions? (LIHTC deed restrictions are now required for 30 years in Texas and most other states.)</p>
<p>Fee simple estate is defined in the third edition of the Dictionary of Real Estate Appraisal published by the Appraisal Institute as: absolute ownership unencumbered by any other interest or estate, subject only to the limitations imposed by the governmental powers of taxation, eminent domain, police power and escheat.</p>
<p>The practice in Texas is to base the assessed value on the value of the fee simple estate as opposed to the leased fee estate. This analysis is based on valuation of the fee simple estate instead of the leased fee estate.</p>
<p>The definition of leased fee estate in the third edition of the Dictionary of Real Estate Appraisal is: an ownership interest held by a landlord with the rights of use and occupancy conveyed by lease to others. The rights of the lessor (the leased fee owner) and the lessee are specified by contract terms contained within the lease.</p>
<p>The primary difference between the fee simple estate and the leased fee estate is that the tenant and landlord are each bound by commitments to pay rent and allow use of the property for a term. The contract rent agreed to between landlord and tenant may or may not be equal to market rent. For example, if a landlord entered into a 30-year lease for rent of %5 per square foot 15 years ago (when market rent was %5 per square foot) and the current market rent is %10 per square foot, the tenant has a substantial advantage. The tenant has a leasehold estate which may or may not have value depending on the term of the lease, the contract rent and market rent.</p>
<p>The Dictionary of Real Estate Appraisal defines leasehold estate as the interest held by the lessee (the tenant or renter) through a lease conveying the rights of use and occupancy for a stated term under certain conditions.</p>
<p>Conversely, if the tenant agreed to a rental rate of %15 per square foot in a strong market 10 years ago, and is committed to pay that rent for another 10 years, there is a substantial advantage to the landlord, and the tenant has a leasehold estate with a negative value. Practice in Texas is to establish the assessed value based on the fee simple estate instead of the leased fee estate. Therefore, the relevant criteria for determining market value includes market rent, market expenses, market occupancy and market derived capitalization rates. If a taxpayer made a poor business decision 10 years ago and has substantially below-market rent, it is inequitable for the taxing entities to reduce their ad valorem tax due to the bad business decision of the property owner. Conversely, if a property owner made a fortuitous or wise business decision and entered into an above-market lease, it is not appropriate to collect an above-average level of ad valorem tax from him because of his luck or prudence.</p>
<p>Market rent is defined by the third edition of the Dictionary of Real Estate Appraisal as: the rental income that a property would most probably command in the open market; indicated by current rents paid and asked for comparable space as of the date of appraisal.</p>
<p>Market rent is the compensation paid for the use of the real estate. It should not include compensation paid for factors other than the use of the real estate such as additional services which are not typically provided.</p>
<p>The next step in this process is to analyze valuation of properties which participate in subsidized programs which receive above-market rental rates. The final section will address valuation of projects in the LIHTC program.</p>
<p>Valuation of Subsidized Housing</p>
<p>This analysis will consider both the income and the sales comparison approaches to value. The cost approach is not utilized since it would provide similar results after calculating external obsolescence due to differences in rental rates.</p>
<p>Income Approach:</p>
<p>Apartment owners who participate in subsidized housing programs may or may not receive above-market rental rates. For many years, HUD offered above-market rental rates as an inducement to property owners to participate in the program. There are two reasons for HUD paying an above-market rental rate:</p>
<p>1.	to compensate for the inconvenience of dealing with a bureaucratic government program which mandates detailed inspections not typically required in the private market; and<br />
2.	to compensate for working with residents who tend to be at the lowest socioeconomic level in our society.</p>
<p>It has not been unusual for HUD to pay contract rent of %0.70 to %0.80 per square foot per month for subsidized housing projects, even though the market rent for competing projects might only be %0.45 to % 0.50 per square foot per month. The rent and sales comparables used in this analysis are located in a neighborhood characterized by income levels in the bottom quartile of the Houston area, minimal new construction of residential or commercial buildings for 25 years and heterogeneous levels of quality and appeal. Some sections, such as Riverside, have experienced gentrification, but other areas are marked by poorly maintained properties. Both the market rent projects and the subsidized rent projects are located in the area south of downtown Houston, bound by 288 to the west, Interstate-45 to the east, and Almeda-Genoa to the south. Consider the following tables which list rental rates for projects which do not participate in a subsidy program (market rent projects) and projects which do participate in a subsidized rent program:</p>
